accounting: discount on early payments

Dear contributors,

Unfortunately odoo doesn't support discount for early payments yet, and it seems to be a feature that would be appreciated in many countries, because we developed such a module at camptocamp, as did Acsone in Belgium and Open source integrators.

I opened the following issue on github to discuss how could we offer a single module in v15.0 covering all of the use cases in the OCA and avoid having too many modules for a similar requirement: https://github.com/OCA/account-payment/issues/462
